WELCOME TO CONGRESS1000.ORG

The Mission

CONGRESS1000 exists for two simple reasons: To increase the power of individual voters, and to decrease the power of politicians and big money donors. 

Background

In 1929 Congress froze the voting membership of the House of Representatives at the arbitrary number of 435, where it had been stuck since 1911 and where it remains stuck to this day.


According to the Census, in 1910 the total population of the United States was a relatively scant 92 million, as compared with the 342 million as of January 1, 2026. That means that on average each one of our current representatives in the House has 3.7 times the number of constituents he or she would have had over 100 years ago, at a time before women were even permitted to vote for their representatives. 


Put another way, Americans have a fraction of the indiviual power they had over a century ago.

The Idea

The solution is refreshingly straightforward: Expand the membership of the House and rebalance the power between the people and their representatives. Our organization is advocating for a 900-seat House of Representatives, which would:


- More than double the power of each person's vote

- Decrease the power of individual politicians

- Disincentivize gerrymandering

- Diminish the impact of "dark money" 

- Increase constitutent services

- Shake up the "old guard," and

- Allow new parties and ideas to gain representation


All this requires is a simple majority vote of both the House and the Senate, and a president's signature (or a veto override), in order to repeal the Reapportionment Act of 1929 and replace it with an update.


To be sure, 900 is somewhat an arbitrary number, but with a difference: It will help people to better remember and understand how their Congress operates. If the total number of members in the House and Senate combined is 1,000, and the number of Senators is 100, then it's pretty easy to figure out there are 900 members of the House, and that there are nine House members for every senator. 


See how easy that is? Making government easier to understand is another way to empower  ordinary Americans, and that's what CONGRESS1000 is all about.
